<h2>Strengthening the role of the CNAPS</h2>

The Member of Parliament for Aude questioned the Minister of the Interior about the absence of the CNAPS in decree no. 2022-1284, suggesting a necessary evolution to strengthen regulation and transparency in this key sector. Discover the issues and perspectives.</h4>

<p>As private security increasingly plays a role in protecting property and people, issues of transparency and ethics remain crucial. An article published on May 13, 2024, had already highlighted the shortcomings of the current system in handling whistleblower reports. These inconsistencies have sparked a constructive reaction from <b>National Council for Private Security Activities (CNAPS)</b>.</p>
<p><b>The CNAPS's position</b></p>
<p>The CNAPS reminded that, according to decree no. 2022-1284, the Defender of Rights remains the competent authority to handle ethical reporting. However, the organization also has its own internal mechanisms for collecting and processing reports through the «Alert Us» form on its website. This system guarantees a rapid and appropriate response to non-compliant behavior.</p>
<p><b>Written question no. 2179: a gap to fill</b></p>
<p>In a written question from <b>November 19, 2024</b>, Julien Rancoule highlighted the absence of the CNAPS as a recognized authority in the decree on the ethics of private security activities. He advocates for the CNAPS, like the Defender of Rights, to be able to directly receive reports from whistleblowers. This recognition would strengthen the regulation and integrity of the sector, while effectively protecting the general interest.</p>
<p><b>Call for legislative change</b></p>
<p>Decree no. 2022-1284 needs to be amended to explicitly include the CNAPS as a key player in receiving and processing alerts. Such an amendment would make it possible to:</p>

<h2>Safety at the Olympic Games: what was the result?</h2>
<p>The <i>World</i> discusses the provisional assessment of the Paris 2024 Olympic and Paralympic Games (JOP) in terms of security and justice. He highlights the absence of attacks and an apparent drop in delinquency in the areas reserved for the JOP, pointing out that the operation of the courts has also been effective. However, these results must be set against the extraordinary resources deployed. These included the full mobilization of security forces, the deferral of vacations, and substantial bonuses.</p>
<p>Although security was maintained without major incidents, the cost of these exceptional measures could have repercussions. Not least budgetary and rule-of-law repercussions. The article also notes an initial failure to sabotage high-speed rail lines. It stresses that the terrorist threat, particularly the endogenous one, has been effectively managed. <h2>The threat of wage cuts</h2>
<p>The private security sector, which played a key role in the Paris 2024 Olympic Games, faces a serious threat with the government's plan. The aim is to modify tax breaks on low salaries. This reform, targeting salaries between 1.2 and 1.9 times the SMIC, could have catastrophic repercussions. Particularly for companies in the sector, which employ over 185,000 people.</p>

<h2>New authorizations for training managers</h2>
<p>The CNAPS (Conseil National des Activités Privées de Sécurité) has announced the introduction of new authorizations for training organization managers and trainers, in accordance with order no. 2023-374 of May 16, 2023.</p>
<p><b>Details of new authorizations :</b></p>
<ol>
<li aria-level="1"><b>Approval for training company managers</b> Necessary for directors or managers of training organizations.</li>
<li aria-level="1"><b>Professional training card</b> Obligatory for all trainers working in the field of private security.</li>

<p>These new authorizations will be compulsory from <b>March 1, 2025</b>.</p>

<h2>2024 Olympic and Paralympic Games</h2>
<p>For the first time, the organizers of these Games will apply a social charter. It aims to leave a lasting social, environmental and economic legacy. The charter, signed in 2018, includes 16 binding commitments, and the ILO has praised its approach to social dialogue and cooperation.</p>

<p>In France, salary increases for 2025 are forecast at 3.6 %. This is similar to 2024, but lower than the 4.3 % granted in 2023. <h2>Certification of volunteers' skills</h2>
<p>The organizers of the Paris 2024 Olympic and Paralympic Games will issue an «open badge» certification to 45,000 volunteers to recognize 15 of the 30 identified cross-disciplinary skills. In addition, these skills will be integrated into the skills passport of the Mon Compte Formation platform.</p>

<h2>Paralympics 2024</h2>
<p>The French Minister of the Interior has presented the security measures for the Paralympic Torch Relay. The relay will take place across France from August 25 to 28. The relay, comprising 12 routes to Paris, will pass through most of France's départements. Also those not visited by the Olympic flame, such as Haute-Vienne. The event will also be accompanied by local festivities and ceremonies.</p>
<p>To guarantee security, the authorities will be mobilizing over 10,000 agents. The Conseil National des Activités Privées de Sécurité (CNAPS) and the Service National des Enquêtes Administratives de Sécurité (SNEAS) will ensure coordination. In addition, prefects will supervise the security of the zones crossed by organizing searches and investigations of people accessing festive zones. They will also put in place event bans to avoid disruption, while providing dedicated spaces to allow demonstrations without disrupting the event. Finally, the Minister expressed his gratitude to the security forces for their commitment, and assured them of rigorous protection for the Paralympic flame.</p>

<h2>ANSSI recommendations on the Cloud</h2>
<p>Cloud computing has become essential for both the private and public sectors due to its benefits for digital transformation. However, it poses security challenges for sensitive data and information systems. Attackers target cloud infrastructures because of the concentration of data and extraterritorial laws, which mandate the transmission of client data to authorities.</p>
<p>To help entities choose suitable cloud solutions, the ANSSI has developed recommendations based on the type of information system. It also considers the sensitivity of the data and the threat level. These recommendations serve as a decision-making tool for sensitive and vital information systems. They do not apply to classified systems. They are part of the State's «cloud at the center» doctrine.</p>
<p>ANSSI emphasizes the importance of an impact study and risk analysis before migrating to the cloud, taking into account the maximum threat, specific risks, and legal implications. Selecting security mechanisms is important, as is training technical teams to ensure mastery of migration projects.</p>
<p>ANSSI's recommendations are based on three key elements: cloud offering typologies, the threat landscape, and the nature of information systems. Typologies include commercial and non-commercial offerings. The threat typologies distinguish between strategic, systemic, and hacktivist threats. The SecNumCloud framework proposes security rules, as well as best practices, to ensure a high level of security for qualified cloud offerings.</p>

<h2>Paris Olympics under surveillance</h2>
<p>The Prefect of Police of Paris, Laurent Nuñez, announced that all private security agents required for the Paris 2024 Olympic Games have been recruited. This key step signifies the authorities' confidence in the event's security. Despite initial concerns about a shortage of agents, the joint efforts of the authorities and the Organizing Committee for the Olympic Games (Cojo) have been successful.</p>
<p>Nuñez confirmed that contracts with security companies have been signed and that the goal of 20,000 agents per day, set by Emmanuel Macron, has been met thanks to the appeal to students, retirees, and civil servants. For the opening ceremony on the Seine, internal security forces will supplement private security missions. Nuñez expressed great confidence regarding the security forces' state of readiness for the Games.</p>

<li><strong>Negotiation:</strong> The ICSP serves as a basis for negotiations between security companies and their clients, offering an objective starting point for discussing price adjustments.</li>

<p>The Private Security Company Index (ICSP) is calculated from salary data provided by a panel of private security companies. This panel is representative of the sector in terms of company size, activities, and geographical distribution.</p>
<p>The ICSP is an essential tool for private security professionals. It allows for tracking the evolution of salary costs and adjusting contracts accordingly, thus ensuring a fair and transparent business relationship between service providers and their clients.</p>

<p>The Groupe des Entreprises de Sécurité (GES) and the Association Nationale des Etablissements Publics Formateurs dans les domaines de la Prévention et de la Sécurité (ANEPFOPS) have signed a partnership agreement aimed at strengthening links between the private security sector and public education.</p>
<p>This initiative will facilitate the exchange of information and promote internships and work-study programs for students in the CAP, BAC Pro «Security Professions» and BTS Operational Security Management courses. It will also strengthen the presence of private security professionals in ANEPFOPS establishments, thereby contributing to the recognition and development of private security professions within education.</p>

<h2>Olympic Games 2024: The French government takes over certain tasks</h2>
<p>The article in Le Monde thus announces that the French state will be taking over certain security missions. These missions were in fact, initially devolved to private companies during the opening ceremony of the Paris 2024 Olympic Games. Paris Police Prefect Laurent Nuñez has therefore confirmed that internal security forces (police, gendarmerie) will take on these missions to alleviate the difficulties encountered by private companies in recruiting enough agents. <h2>The Private Security Cost Index</h2>
<p>One year after its launch by the Groupement des Entreprises de Sécurité (GES), the Indice des Coûts de Revient de la Sécurité Privée (ICSP) is showing steady progress. Indeed, LICSP has risen from 100 in January 2022 to 114.4 in April 2024. This index has become an essential tool in contract negotiations. It enables private security companies to control their costs, and clients to evaluate offers objectively. GES is actively working to obtain institutional recognition for the CPSI, underlining its crucial role in the sector.</p>

<h2>CNAPS 2023 report: The regularization of private security</h2>
<p>The CNAPS 2023 report reveals a pivotal year for the regulation of private security. The year was marked by structural transformations and operational improvements. Following a major reform initiated by Order no. 2022-448 of March 30, 2022, the CNAPS has reconfigured its organization into three main pillars, aimed at improving the distribution of responsibilities and the efficiency of processes. The transition from a «college» to a «board of directors» headed by Prefect David Clavière represented a strategic turning point in the management of private security activities.</p>
<p>The year 2023 was characterized by a significant improvement in file processing times, underlining the greater efficiency achieved thanks to the reform. The first swearing-in of controllers also marked a key step towards more robust regulation, reinforcing the authority and efficiency of the CNAPS in the field.</p>
<p>By meeting the expectations of professionals through the publication of an ordinance on training for private security activities, the CNAPS has harmonized practices and standards in the sector, demonstrating its commitment to the ongoing professionalization and skills enhancement of security guards.</p>
<p>By stepping up its communication efforts with security professionals and its partners, the CNAPS has clarified the new regulations. But it has also strengthened the support offered to industry players through the regular dissemination of educational content. But also through institutional communication.</p>
<p>As the Olympic and Paralympic Games approach, the CNAPS' role as regulator has become even more crucial. <h2>Olympic Games 2024: The government plans to expand the sector</h2>
<p>Matignon plans to increase the surveillance capabilities of the French secret services by 20% during the Paris 2024 Olympic and Paralympic Games, in response to requests from the intelligence services mobilized for the event. <p>The Conseil national des activités privées de sécurité (CNAPS) is a public body under the authority of the French Ministry of the Interior. The CNAPS was created in 2011 to regulate private security activities in France.</p>
<p>Its missions include <strong>supervision of the various private security professions</strong> such as human surveillance, guarding, cash-in-transit, ship protection, private research (detectives) and training in this field. The CNAPS ensures the conformity and quality of private security services. This contributes to guaranteeing security on French territory.</p>
<h2><a name="_Toc159403776"></a>Shortage of security guards</h2>
<p>Bernard Thibault, a member of the Paris 2024 Olympic Games organizing committee, has highlighted an imminent shortage of private security guards. This highlights the problems of a sector marked by precariousness. With six months to go before the Games, he estimates that there will be a shortage of several thousand agents. There is a real risk to the security of the event.</p>

<h2><a name="_Toc159403778"></a>New «Surveillance Grands Evènements» professional card»</h2>
<p>The «Surveillance grands évènements» (SGE) card is specific to the needs identified in the run-up to the games. A new professional card for private security agents has been specially created for the surveillance of the Olympic and Paralympic Games organized in Paris in 2024. The card is entitled «carte surveillance grands évènements». This professional card requires 106 hours of training.</p>
<ul>
<li>It is necessary to apply for the above-mentioned card before September 1, 2024. The card is valid for 5 years from the date of issue. Originally, its validity was due to expire on September 30, 2025. Decree no. 2023-1333 of December 29, 2023 extended its validity.</li>
<li>This card authorizes its holders to work exclusively in the field of surveillance or guarding. For example, at sporting, recreational, cultural or business events attended by more than 300 people. However, it does not authorize the performance of certain specific tasks. These include managing alarms, carrying out surveillance rounds, supervising a security checkpoint or monitoring electronic security systems.</li>
