CNAPS 2023 report: The regularization of private security

The CNAPS 2023 report reveals a pivotal year for the regulation of private security. The year was marked by structural transformations and operational improvements. Following a major reform initiated by Order no. 2022-448 of March 30, 2022, the CNAPS has reconfigured its organization into three main pillars, aimed at improving the distribution of responsibilities and the efficiency of processes. The transition from a «college» to a «board of directors» headed by Prefect David Clavière represented a strategic turning point in the management of private security activities.

The year 2023 was characterized by a significant improvement in file processing times, underlining the greater efficiency achieved thanks to the reform. The first swearing-in of controllers also marked a key step towards more robust regulation, reinforcing the authority and efficiency of the CNAPS in the field.

By meeting the expectations of professionals through the publication of an ordinance on training for private security activities, the CNAPS has harmonized practices and standards in the sector, demonstrating its commitment to the ongoing professionalization and skills enhancement of security guards.

By stepping up its communication efforts with security professionals and its partners, the CNAPS has clarified the new regulations. But it has also strengthened the support offered to industry players through the regular dissemination of educational content. But also through institutional communication.

As the Olympic and Paralympic Games approach, the CNAPS' role as regulator has become even more crucial. Ongoing efforts to overhaul the information system and expand digital capabilities are essential steps in ensuring effective and sustainable management of the CNAPS' missions, underlining its indispensable role in national security.

Olympic Games 2024: The government plans to expand the sector

Matignon plans to increase the surveillance capabilities of the French secret services by 20% during the Paris 2024 Olympic and Paralympic Games, in response to requests from the intelligence services mobilized for the event.
