First of all, what is the CNAPS?

The Conseil national des activités privées de sécurité (CNAPS) is a public body under the authority of the French Ministry of the Interior. The CNAPS was created in 2011 to regulate private security activities in France.

Its missions include supervision of the various private security professions such as human surveillance, guarding, cash-in-transit, ship protection, private research (detectives) and training in this field. The CNAPS ensures the conformity and quality of private security services. This contributes to guaranteeing security on French territory.

Shortage of security guards

Bernard Thibault, a member of the Paris 2024 Olympic Games organizing committee, has highlighted an imminent shortage of private security guards. This highlights the problems of a sector marked by precariousness. With six months to go before the Games, he estimates that there will be a shortage of several thousand agents. There is a real risk to the security of the event.

Securing Paris 2024: Ambitious initiatives from the French Security Federation

The recruitment challenge: A priority for Games Security :

  • Innovative training to secure the event FFSP has introduced a Professional Qualification Certificate specifically for major events. This provides an accelerated 106-hour training course. This initiative is designed to effectively prepare future agents for the specificities of securing large-scale events such as the Olympic Games. It also offers attractive seasonal employment prospects, particularly for students.
  • Strategic proposals to strengthen the sector FSP also offers targeted incentives. For example, the granting of bonuses for national security force candidates who have taken part in securing the Olympic Games, or the encouragement of student employment as part of an exceptional summer job. In addition, the federation stresses the importance of cooperation between security agents and innovative technologies to optimize the effectiveness of security arrangements.

New «Surveillance Grands Evènements» professional card»

The «Surveillance grands évènements» (SGE) card is specific to the needs identified in the run-up to the games. A new professional card for private security agents has been specially created for the surveillance of the Olympic and Paralympic Games organized in Paris in 2024. The card is entitled «carte surveillance grands évènements». This professional card requires 106 hours of training.

  • It is necessary to apply for the above-mentioned card before September 1, 2024. The card is valid for 5 years from the date of issue. Originally, its validity was due to expire on September 30, 2025. Decree no. 2023-1333 of December 29, 2023 extended its validity.
  • This card authorizes its holders to work exclusively in the field of surveillance or guarding. For example, at sporting, recreational, cultural or business events attended by more than 300 people. However, it does not authorize the performance of certain specific tasks. These include managing alarms, carrying out surveillance rounds, supervising a security checkpoint or monitoring electronic security systems.
